Role Overview

 

SRE is seeking an experienced Chief Investment Officer (CIO) to provide executive leadership across all investment activities. The CIO is a core member of the SRE senior management team, with dual accountability:

 

  1. Stewarding the economics and capital structure of SRE's existing project portfolio through all development, construction and operations stages; and
  2. Leading new business development and investment origination across Asia-Pacific.

 

As a key member of the senior management team and a direct successor to the incumbent leadership, the CIO will have the mandate to shape, build, and lead the investment function to achieve SRE's strategic objectives.

The core mandate is to build a world-class, multi-layered high-performing investment team capable of executing complex transactions and interfacing with shareholders, lenders, ECAs and investment parties.

 

Key Responsibilities

 

  • Taking a lead role in formulating and promulgating investment strategy across the group, including Taiwan, Japan, Korea and other markets in the Asia Pacific.
  • Maintain ownership of project economics across the full lifecycle (early development through to operations), ensuring returns, cost assumptions and revenue projections are rigorously tracked and in line with shareholder expectations.
  • Ensure all project structures, including revenue arrangements, EPCI contracts, shareholding structures and contractual terms – are designed and maintained to satisfy project finance lender and ECA requirements throughout the development and construction phases.
  • Develop and lead a clear, structured capital raising strategy for each project, encompassing equity funding solutions (including shareholder commitments and equity sell-downs), project debt (commercial bank facilities and ECA-backed debt), mezzanine finance, and construction bridge facilities. Ensure capital solutions are aligned with project milestones and risk profile.
  • Identify and resolve funding gaps and liquidity challenges across the development portfolio; develop creative financing solutions to ensure projects remain adequately funded through all pre-financial close stagesProvide executive oversight, necessary guidance and strategic direction for all project finance mandates, from lender appointment through to financial close; direct the project finance team on facility structuring, ECA engagement, due diligence management and documentation execution
  • Lead strategic equity sell-downs and equity capital raising processes, including investor identification, valuation, data room management, partnership structuring and transaction execution.
  • Assess and optimize the investment team's organizational structure, using the existing framework as a baseline, to ensure it is fit for purpose to deliver on current projects and future growth.
  • Lead and mentor a high-performing team of senior Investment Directors and their reports, with a clear focus on professional development, career progression, and knowledge transfer.
  • Specifically address the identified gap in middle-management by hiring, developing, and empowering talent at the Senior Manager and Associate Director level. Create a sustainable structure for mentoring and efficiently training junior staff.
  • Lead the business development and investment team across the region to originate and evaluate a pipeline of offshore wind opportunities.
  • Establish and refine an effective and well-organized investment assessment and project development framework to prosecute investment opportunities in an efficient manner.
  • Provide executive oversight, necessary guidance and strategic direction to the investment team on due diligence, risk analysis and mitigation in the structuring of complex acquisitions, developments and/or project financing transactions and in leading commercial negotiation of term sheets and contracts.
  • Establish reporting mechanisms to keep the management team and the Board sufficiently and appropriately informed as to the status of SRE’s investments.
  • Provide leadership through establishing risk measurement criteria for the management's consideration and ensuring risk assessments are incorporated into investment operations and performance measurement.
  • Partner with business heads of different functions as well as the CEO of SRE to ensure that growth opportunities for the firm are identified and evaluated.
  • Manage and uphold relationships with SRE’s investment and business partners as well as other stakeholders.

 

Qualifications and Experience

 

  • 20+ years of total experience, with at least 15 years in a senior investment, project finance or infrastructure finance role; direct experience leading large-scale offshore wind or renewable energy transactions in Asia-Pacific is required.
  • Bachelor's degree in Finance, Engineering, Economics or related discipline required; MBA, CFA, or equivalent postgraduate qualification strongly preferred.
  • Prior CIO, Head of Investments, MD-level or equivalent leadership role at a developer, infrastructure investor, investment bank or project finance institution, with
  • Proven experience in developing talent and building a multi-layered investment team, with specific success in mentoring mid-level professionals (Managers/Directors) into leadership roles.
  • Demonstrated track record across the full investment lifecycle: development economics, project finance structuring, ECA engagement, equity sell-down, CPPA/offtake structuring, M&A and exit execution.
  • Deep expertise in project finance documentation and lender requirements; proven ability to lead multi-tranche, multi-creditor financings to close in Asia-Pacific markets
  • Proven ability to assess, maintain and optimise project economics across development, construction and operations phases, with a rigorous approach to return management and risk-adjusted analysis.
  • Strong network of relevant industry contacts throughout the region.
  • Self-initiative, detail-oriented with good interpersonal skill and strong analytical mind.
  • Ability to work with and positively influence the management team and shareholders on investment issues while achieving corporate objectives.
  • Experience working with international financial investors
  • Must be an enthusiastic team player and a self-starter with a proven record of building a business development, investment execution, and strategy team.
  • Excellent communication and interpersonal skills.
  • Experience working with other countries across Asia is a plus.
  • Written and oral fluency in English and Mandarin (ideal); additional fluency or business proficiency in Japanese or Korean would be a plus.
