O&M Manager – Operational Readiness Support
Senior offshore wind operations readiness role | Taiwan market | Development, construction and handover
About the Role
Join a leading offshore wind platform supporting the next phase of Taiwan’s offshore wind growth. This senior O&M readiness role will help prepare a major offshore wind asset for safe, compliant and efficient operations from development and construction through to handover, taking-over and the start of the warranty and operations phase. Working closely with the O&M Package Manager, you will translate project delivery into a practical, well-controlled operating model that is ready from day one.
This opportunity is particularly well suited to a Taiwan-based candidate with strong local market understanding and the ability to work across local regulatory, grid, port, marine and contractor interfaces. Expatriate candidates with deep offshore wind operational readiness, construction-to-operations transition or O&M mobilisation experience will also be considered where they can bring strong delivery capability and transfer international best practice into the Taiwan context.
Key Responsibilities
- Lead the day-to-day execution of the Operational Readiness Plan, ensuring milestones, readiness reviews, interfaces, resources and handover criteria are actively managed.
- Shape and implement the O&M concept, asset management approach, maintenance philosophy, staffing model and logistics set-up for the operations phase.
- Bring a strong operations voice into design, construction and commissioning reviews, ensuring operability, maintainability, accessibility, reliability and HSE requirements are embedded early.
- Support the procurement, negotiation and mobilisation of key O&M contracts, including maintenance, logistics, port, inspections, HSE, training and specialist service scopes.
- Coordinate readiness of the O&M organisation, base, warehouse, marine coordination/OCC arrangements, procedures, IT systems and readiness testing before first access and handover.
- Drive effective handover, warranty and defect management, including handover dossiers, punch-list close-out, contractor follow-up, claims preparation and performance tracking.
- Contribute to OPEX budgeting, KPI framework development, readiness reporting, risk and opportunity management and senior stakeholder updates.
About You
- 5+ years’ offshore wind project experience, ideally including construction, commissioning, handover and early operations exposure.
- Proven experience in operational readiness, operational start-up, transition management or O&M mobilisation for major infrastructure or energy projects.
- Strong technical, engineering or operations background, with a practical understanding of offshore wind assets, maintenance requirements and owner/operator priorities.
- Confidence working across complex project interfaces, including EPC/package teams, commissioning, HSE, procurement, finance, contractors, service providers and shareholders.
- Practical knowledge of taking-over, handover governance, punch-list close-out, warranty and defect regimes, and as-built documentation requirements.
- Strong stakeholder management and communication skills, with the maturity to represent operations in senior project, contractor and shareholder forums when required.
- Structured, proactive and solution-oriented working style, with the ability to progress priorities independently while escalating key decisions in good time.
Why Join?
- Play a meaningful role in Taiwan’s offshore wind sector during a critical delivery and handover phase.
- Work on a senior, high-impact readiness scope with direct visibility across project leadership, contractors and key stakeholders.
- Help shape the operating model, systems, processes and contractor performance regime for a major offshore wind asset.
- Join a collaborative, international environment that values local market knowledge, international offshore wind experience, technical judgement and practical delivery.
Desirable Experience
- Taiwan offshore wind experience, local market knowledge and Mandarin capability would be highly advantageous.
- Experience in offshore wind farm operations or operational start-up in Taiwan, Asia-Pacific or another relevant international market.
- Experience setting up O&M bases, marine coordination/OCC services, spares warehouses, logistics arrangements or offshore access systems.
- Experience implementing CMMS/work management, SCADA, performance monitoring or ISO 55001-aligned asset management systems.
- Familiarity with local regulatory, grid, port, marine or supply-chain interfaces would be an advantage.
Language Skills
Fluent English is required, with CEFR Level C1 or equivalent as a minimum. Mandarin capability is highly desirable for local stakeholder engagement, but suitably experienced expatriate candidates will also be considered.
