Summary:

Synera Renewable Energy (SRE) is a leading offshore wind developer with a portfolio of projects across Taiwan and Asia. We are seeking an experienced Onshore Substation Package Manager to take ownership of the onshore substation (ONS) package and lead its delivery from development and procurement through engineering, construction, equipment installation, energisation, commissioning and handover.

 

You will lead a multidisciplinary team of electrical, civil and mechanical engineers, site personnel, and commercial and support specialists, with accountability for safety, quality, budget, schedule and package interfaces. Working closely with the project leadership team, you will drive key decisions, manage major contracts and ensure suppliers and contractors deliver against project commitments.

 

The initial focus will be on defining the package scope, progressing engineering and permitting, and securing contracts through procurement and negotiation. As the project advances into execution, you will lead site delivery and grid connection readiness, embedding safety by design and maintaining rigorous control of risks, interfaces and contractor performance.

 

Scope Description:

As a key member of the Synera Renewable Energy team, your role will encompass the following:

  • Manage the ONS package throughout all project phases, from development and procurement through engineering, construction, installation, energisation, commissioning and handover.
  • Lead a multidisciplinary team to deliver the package safely, on schedule, within budget and to the required quality standards.
  • Define package scope, delivery strategy, technical specifications and employer’s requirements in collaboration with the engineering, procurement and operations teams.
  • Lead tender evaluations, contractor selection and contract negotiations in close collaboration with procurement, commercial and legal functions.
  • Manage major supply and construction contracts, including contractor performance, variations, claims, delivery milestones, insurance, warranties and performance guarantees.
  • Coordinate permitting, land access and site readiness with the relevant internal functions, authorities and stakeholders.
  • Manage interfaces with export cables, the offshore substation, SCADA and the grid connection, ensuring clear scope boundaries and coordinated delivery.
  • Work closely with the Electrical Engineering Manager to ensure electrical designs, equipment and testing meet project requirements and grid connection obligations.
  • Oversee contractors and suppliers during design, equipment manufacturing, civil construction, installation, testing and commissioning.
  • Drive safety by design, ensuring risks associated with construction, energisation, operation, maintenance and decommissioning are identified and eliminated or mitigated.
  • Promote a strong safety culture and oversee compliance with project HSE requirements, including safe systems of work for construction and electrical activities.
  • Manage package budgets, schedules and risks, providing clear progress reports, forecasts and recommendations to project leadership.
  • Coordinate the resolution of technical queries, design issues, non-conformities and defects, assessing their implications for cost, schedule, safety and performance.
  • Oversee quality assurance, site inspections and factory and site acceptance testing to verify compliance with contractual requirements.
  • Coordinate energisation and commissioning readiness with contractors, the grid operator and internal teams, ensuring required approvals, procedures and responsibilities are in place.
  • Lead completion and handover, ensuring outstanding defects are managed and documentation, training, spares and warranty obligations are fulfilled.
  • Maintain effective relationships with suppliers, contractors, authorities and other stakeholders, resolving issues and driving timely decisions.
  • Lead coordination with the grid operator (Taipower) on connection arrangements, grid connection points, interface responsibilities, approvals and energisation schedules.
  • Manage the package scope at the grid connection points, ensuring clear ownership boundaries, technical requirements and coordinated delivery of connection works.
  • Ensure compliance with applicable grid codes and connection agreement requirements, working with the Electrical Engineering Manager to oversee compliance studies, testing, documentation and grid operator acceptance.

 

Qualifications:

To excel in this role, you should possess the following qualifications:

  • Bachelor’s degree in electrical, civil or a related engineering discipline, or equivalent relevant experience.
  • Substantial experience delivering high-voltage onshore substations or comparable transmission infrastructure preferably from Offshore Wind projects, with a proven track record in package management or senior project leadership.
  • Demonstrated ability to lead multidisciplinary teams and manage engineering, procurement, civil construction, equipment installation and commissioning activities.
  • Strong understanding of onshore substation scope, including high-voltage equipment, protection and control, auxiliary systems, civil works, buildings, earthing and grid connection interfaces.
  • Proven experience developing procurement strategies, preparing tender documentation, leading bid evaluations and negotiating major supply and construction contracts.
  • Strong contract management and commercial judgement, including experience managing variations, claims, contractor performance and contractual obligations.
  • Demonstrated ability to manage budgets, schedules, risks and interfaces within complex infrastructure projects.
  • Experience overseeing construction sites and equipment suppliers, including quality assurance, testing, energisation, commissioning and handover.
  • A strong commitment to HSE, with practical experience embedding safety by design and managing construction and electrical risks.
  • Familiarity with applicable electrical and construction standards, permitting processes and grid connection requirements; experience delivering projects in Taiwan and working with Taipower would be an advantage.
  • Experience in offshore wind projects and managing interfaces with export cable and offshore substation packages would be an advantage.
  • Strong leadership, communication and stakeholder management skills, with the ability to resolve complex issues and drive decisions across technical and commercial functions.
  • Professional proficiency in English, both written and spoken; Mandarin proficiency would be an advantage.
  • Willingness to be based in Taipei and travel to project sites, supplier facilities and manufacturing locations as required.
  • PMP or equivalent project management certification would be an advantage.
