Summary:

Synera Renewable Energy (SRE) is a leading offshore wind developer with a portfolio of projects across Taiwan and Asia. We are seeking an experienced Offshore Substation Package Manager to take ownership of the offshore substation (OSS) package and lead its delivery from development and procurement through engineering, fabrication, offshore installation, commissioning and handover.

 

You will lead a multidisciplinary team of electrical, structural and mechanical engineers, site personnel, and commercial and support specialists, with accountability for safety, quality, budget, schedule and package interfaces. Working closely with the project leadership team, you will drive key decisions, manage major contracts and ensure suppliers and contractors deliver against project commitments.

 

The initial focus will be on defining the package scope, progressing engineering and securing contracts through procurement and negotiation. As the project advances into execution, you will lead delivery across fabrication yards and offshore works, embedding safety by design and maintaining rigorous control of risks, interfaces and contractor performance.

 

Scope Description:

As a key member of the Synera Renewable Energy team, your role will encompass the following:

  • Manage the offshore substation (OSS) package throughout all project phases, from development and procurement through engineering, fabrication, transport, installation and commissioning.
  • Lead a multidisciplinary team of engineers, site personnel, and commercial and support specialists to deliver the OSS package safely, on schedule, within budget and to the required quality standards.
  • Drive safety by design throughout OSS engineering, ensuring that risks associated with fabrication, transport, installation, commissioning, operation, maintenance and decommissioning are identified and eliminated or mitigated.
  • Promote a strong safety culture across the OSS package and oversee suppliers’ and contractors’ compliance with project HSE requirements throughout execution.
  • Prepare technical specifications and employer’s requirements to support procurement activities.
  • Evaluate technical proposals from OSS suppliers and contractors during the procurement process.
  • Work with the procurement, commercial and legal teams to develop contract terms, including scope, delivery milestones, performance guarantees, insurance and warranty requirements.
  • Lead contract negotiations and manage contracts in close collaboration with the commercial and legal functions.
  • Manage OSS interfaces with other project packages, including foundations, export and inter-array cables, and the onshore substation, as well as relevant functions and suppliers.
  • Coordinate and oversee suppliers and contractors as the project representative during engineering, fabrication, equipment integration, transport, offshore installation and commissioning.
  • Coordinate the resolution of technical queries and ensure alignment across electrical, structural and mechanical disciplines.
  • Monitor and report on package progress, costs and risks, including equipment manufacturing, fabrication, load-out, transport, installation, cable termination, testing and commissioning activities.
  • Ensure suppliers and contractors comply with contractual requirements, applicable standards, regulatory obligations and project HSE requirements.
  • Coordinate and oversee inspections, factory acceptance tests, site acceptance tests and completion activities to verify progress, quality and readiness for handover.

 

Qualifications:

To excel in this role, you should possess the following qualifications:

  • Bachelor’s degree in electrical, mechanical, structural or a related engineering discipline, or equivalent relevant experience.
  • Substantial experience delivering offshore substations or comparable complex offshore energy infrastructure, with a proven track record in a package management or senior project leadership role.
  • Demonstrated ability to lead multidisciplinary teams and manage engineering, procurement, fabrication, installation and commissioning activities.
  • Strong technical understanding of offshore substation systems, including high-voltage equipment, protection and control, auxiliary systems, topside structures and their interfaces.
  • Proven experience developing procurement strategies, preparing tender documentation, leading bid evaluations and negotiating major supply and construction contracts.
  • Strong contract management and commercial judgement, including experience managing variations, claims, contractor performance and contractual obligations.
  • Demonstrated ability to manage package budgets, schedules, risks and interfaces within a complex, multi-contract project.
  • Experience overseeing fabrication yards and offshore contractors, including quality assurance, testing, commissioning and handover.
  • A strong commitment to HSE, with practical experience embedding safety by design and managing risks throughout the asset lifecycle.
  • Familiarity with applicable international offshore and electrical standards; experience with Taiwanese regulatory requirements and local supply chains would be an advantage.
  • Strong leadership, communication and stakeholder management skills, with the ability to resolve complex issues and drive decisions across technical and commercial functions.
  • Professional proficiency in English, both written and spoken; Mandarin proficiency would be an advantage.
