Job Description:
As PMO Manager, you will be responsible for leading and managing the Project Management Office at project level, establishing, maintaining, and monitoring PMO-related policies, procedures, and standards across planning, cost, risk, document control, interface management, and reporting. The role ensures that project resources, information, and reporting are well managed and clearly communicated to project leadership, the Board, and lenders, supporting informed decision-making and strong project governance. The position leads and develops the PMO team at project level and acts as a trusted partner to the Project Director.
Key Responsibilities:
- Establish, implement, maintain, and monitor PMO-related policies, procedures, and standards across planning, cost, risk, document control, interface management, and reporting functions
- Lead and manage the PMO team at project level, including planners, risk, document control, interface, and project coordination functions, ensuring alignment, collaboration, and consistent ways of working across disciplines
- Manage resource planning and allocation at project level, ensuring the PMO and wider project team are appropriately resourced to meet project requirements
- Oversee interface management at project level, ensuring interfaces between contractors, packages, and stakeholders are proactively identified, tracked, and resolved
- Develop and maintain project controls frameworks, templates, and tools to ensure consistent, high-quality project reporting and decision-making support
- Coordinate the preparation of integrated project reports and dashboards for senior management, the Board, and lenders
- Support project governance processes, including stage-gate reviews, change control, and contingency management
- Act as a trusted partner to the Project Director and project leadership team, translating complex project information into clear insight for decision-making
- Provide leadership, mentorship, and performance management to the project PMO team, promoting a high-performing and collaborative team culture
- Drive continuous improvement of PMO policies, procedures, processes, tools, and ways of working across the project
Qualifications:
- At a minimum, 8-10 years of experience in PMO, project controls, or project management on large-scale infrastructure or energy projects; experience in offshore wind is a strong plus
- Proven experience leading or building a PMO or project support function, with solid people leadership, team management, and team development experience at project level
- Experience establishing and maintaining PMO governance frameworks, policies, procedures, and Employer's Requirements
- Experience in resource management, interface management, and project reporting at project level
- Strong knowledge of structured project execution and stage-gate models and project management processes
- A team player with excellent communication skills and an innovative mindset, but also the ability to work independently and lead on topics
- Goal orientated, balancing task, team and individual needs to achieve the right outcome
- Considerable experience working in project teams focused on complex, mixed stakeholder environments, high value projects, including Joint Ventures. Plus, if experience in the renewable energy or offshore wind industry
- Strong leadership and people management skills, with the ability to lead, motivate, and develop a multidisciplinary PMO team
- Strong interpersonal skills (communication, motivation, persuasion), proactive and capable of reaching out to different stakeholders, including senior leadership
- Drive, enthusiasm, initiative and a willingness to develop including that of the team efficiency and effectiveness
- Methodical and organized, a good facilitator and mediator able to resolve conflict
- Working proficiency in English is required; Mandarin/Chinese language skills are a plus
- PMP or other relevant certifications are an advantage
